Today we submitted written comments to the EPA regarding their decision to delay enforcement of the Clean Air Act for biomass incinerator for three years. Their recent decision will place communities across America at significant risk. With the current availability of Federal stimulus funding and relaxed regulations, biomass and other types of incinerators are springing up in many cities and counties.
In written comments to be included in the Federal Register, we cited numerous elements of the ReVenture gasification incinerator as a rational of why the EPA should take the following actions:
- Establish a moratorium and approve no permits for any new biomass facility while EPA is developing regulations.
- Deny the expansion of any existing biomass facility during the period of EPA review
- Disallow the grandfathering of any existing facility under less stringent rules
- Because federal dollars are being used, the EPA should require an Environmental Impact Study for each facility. The EIS’s must take into consideration potential environmental justice impacts and public health impacts (sensitive communities: elderly, poor, children, immune compromised)
